Most of the shortest handles are held
Few spellings exist at short lengths, and Instagram has been around for years. Early users and brands took many of them.
No reliable list of free handles exists
Instagram does not publish one. A seller of such a list is selling a guess, because availability changes whenever an account is changed or removed.
Trying the handle is the only direct check
Open Edit profile and enter the handle. If Instagram accepts it, it is free right now. If not, it is held or unavailable.
A taken handle can still be an unused one
A profile with no posts is still a holder. The inactive OG handles page explains why unused is not the same as free.
If it is held, look at the routes
Start with the checklist. If no route fits, alternatives may serve you better.
