Dormant is a description, not a status. Instagram does not hand over a handle because the account is quiet. A route exists only when something specific applies.

- A username whose account has not shown public activity for a long time. It is still held by that account until the owner changes it, deletes the account or Instagram removes it.

Accounts with an owner who simply moved on. Still no route.
Has a route
Impersonation, a matching registered mark, or a handle you used yourself.
What to look at before you ask
- Date and spread of old posts
- Whether other accounts still tag it
- Whether the bio links go anywhere
- Whether it appears in search suggestions
