The owner is the first person with a path back
Instagram’s help page says a user can sign up again with the same username or add it to another profile if no new person has taken it.
Other people get no published date
There is no stated release moment. Any seller who names one is guessing.
Policy removals differ
If a profile is removed for violating Community Standards, Instagram says the same username may not be available to that user again.
The 30 day window is about content, not the handle
Instagram describes content removal at 30 days and a process that can take up to 90. That text says nothing about handle release.
What to do with a handle that looks free
Try it in Edit profile. If it is still held, read inactive OG handles for the routes that might fit.
